New/Renewal application

To apply (or renew) for a Pennsylvania License to Carry Firearms, you must submit the following:

1.  Completed application for a Pennsylvania License to Carry Firearms.

    ** Include your township next to the county on the top of the application. **

** All pages must be returned! Failure to return all pages of the application will result in your application being rejected or filed as incomplete. Due to the influx of applications, you will not be notified if your application is incomplete or missing any components. Please make sure you are filling out all mandatory information as well as submitting all pages. **

2.  Copy of valid Pennsylvania Driver’s License or Identification Card. The mailing address on your application MUST match the driver’s license. If you have recently moved, a copy of your update card is also required. 

3.  If you are NOT a citizen, you must also include a copy of your Alien Identification Card.

Once your application has been received and approved, a staff member will contact you to schedule your in-person appointment. At this moment our block appointments available are Tuesday-Thursday 10:30 AM – 11:30 AM and 2:15 PM – 3:15 PM. These are block appointments which allow you to come anywhere within those hours. It is a first come, first serve basis. Masks are optional. 

There is a $20.00 cash fee (EXACT CHANGE ONLY) due at your in-person appointment. DO NOT SUBMIT ANY MONEY VIA MAIL OR DROP-BOX.

Be advised, you will have your picture taken. No headwear, other than for religious practice/purpose is acceptable.

NON-RESIDENT LICENSE TO CARRY FIREARMS

*** Monroe County is currently accepting applications for NON-RESIDENT License to Carry Firearms. Please do not call the office inquiring about non- resident applications. Follow the instructions below to ensure you are submitting a complete application. ***

In order to apply for a non-resident, conceal carry permit in the Commonwealth of Pennsylvania, you must possess a UNRESTRICTED conceal carry permit in the state that you reside in full-time. 

In order to apply for a Non-Resident License to Carry Firearms, you must submit the following:

1.  Completed application for a Pennsylvania License to Carry Firearms. All pages must be returned! Failure to return all pages of the application will result in your application being rejected or filed as incomplete. 

2.  Copy of valid Driver’s License (front and back).

3.  Copy of valid unrestricted Conceal Carry Permit from the state in which you reside in (front and back).

4.  If your conceal carry permit refers to see a court order, you MUST include a copy of the court order. 

You may submit the application along with any supporting documents via mail, e-mail or dropping it off at the drop-box located at the main entrance of the Monroe County Courthouse.

Please make sure that you are including a phone number on your application. You will be contacted via phone by our office throughout the application process. Following the completion of a background check, our office will mail out paperwork that must be filled out and notarized by the agency whom issued your conceal carry permit in the state you reside in. The original form MUST be filled out in its entirety and returned to our office via mail. Copies will NOT be accepted. Failure to return completed packet will result in your application being rejected. Final step of the application process includes an appointment at our office where your picture and signature will be taken as well as the collection of a $20.00 (cash only) fee. Permits are valid for 5 years. 

Submission of either application

You can submit your application by one of these methods:

  • By email at firearms.division@monroecountypa.gov. All email submissions must be scanned into PDF format ONLY.  Your submission will be rejected if it is received in any other format.  

DO NOT submit images of your application within the body of your email and do not send any links or zipped files.

  • By mail at: Monroe County Courthouse, Sheriff’s Office Firearms Division 610 Monroe Street, Stroudsburg, PA 18360.
  • Personally by placing it the drop-box located in the lobby of the courthouse.

Lost/change of name or address application

If you have changed your name/address, or if your license is lost/stolen fill out the Requst for Replacement License to Carry Firearms Concealed form.

Submit this form, with a copy of your valid PA driver's license through one of the 3 methods listed below. You will be conacted by our staff when it is ready for pickup. 

A $5.00 cash (EXACT CHANGE ONLY) is due.
