Drug, Alcohol, and Counseling Services RFP

Monroe County Correctional Facility, a county correctional institution located in Stroudsburg PA, is soliciting proposals from qualified and licensed providers to deliver comprehensive drug, alcohol, and behavioral health counseling services to incarcerated individuals.

The Facility seeks evidence-based, trauma-informed, culturally competent programming designed to reduce substance use disorders (SUD), improve mental health outcomes, reduce recidivism, and support successful community reentry.

Please note, RFPs will be accepted by the Monroe County Controllers’ Office, One Quaker Plaza, Room 206, Stroudsburg, PA 18360 (Phone 570-517-3102) until Thursday, October 8, 2026, at 1:30 PM.
RFPs will be publicly opened and read aloud on October 8, 2026 at 2:00 PM, in the Commissioners’ Public Meeting Room, Monroe County Administrative Center, One Quaker Plaza, Room 203, Stroudsburg, PA 18360.
Proposals will be addressed at the regularly scheduled commissioners’ meeting on October 21, 2026, at 9:30 AM.
