Request for Proposal
The Monroe County Commissioners intend to apply for the 2025 Emergency Solutions Grant (ESG). RFPs will be accepted in one stage: the Program Budget and Budget Narrative and the Program Design Form and Program Narrative are due on Tuesday, June 17, 2025. Proposals must be returned in the format described in the Request for Funding Proposal (RFP) packet to the Monroe County Fiscal Affairs Office by the above dates. Applications will only be accepted if an organization submits a Program Budget by the deadline, with no exceptions.
This federal grant funding aims to provide services that will assist with Rapid Re-housing, Street Outreach, Homelessness Prevention, and Emergency Shelter. The funding priority for this grant period is Rapid Rehousing. Applicants must use the HMIS to track clients and activities throughout the life of the grant. In addition, applicants must have evidence of participation in the Pocono Regional Homeless Advisory Board/Continuum of Care. Non-profit and county agencies interested in applying for the Emergency Solutions Grant (ESG) funds may obtain an RFP packet from the Monroe County Fiscal Affairs Office.
