PUBLIC NOTICE
Request for Proposals (RFP)

 Requests for Proposals (RFP) will be received by the Monroe County Controller on behalf of the Monroe County Area Agency on Aging at the Monroe County Administrative Center, Room 206, 1 Quaker Plaza, Stroudsburg, PA 18360. Sealed proposals must be received by no later than 1:30 P.M. on Friday July 11, 2025, and will be opened publicly in the Commissioners Public Meeting Room (Room 203) at 2:00 P.M. that same day for the following services:

Personal Care and Home Support Services
Congregate Meals
Home Delivered Meals
Ombudsman Services 
Personal Emergency Response Services (PERS)
Older Adult Daily Living Center 

To be provided for the period of August 1, 2025, through June 30, 2028 

Contract Terms:
The initial contract period will be three (3) years, with the possibility of two (2) additional one-year extensions at the discretion of the Monroe County Area Agency on Aging, contingent upon provider performance and funding availability.  

Minimum Provider Requirements:  
Possess all applicable state and federal licenses or certifications for the service(s) proposed.
Demonstrate prior experience in serving the older adult population and/or individuals with disabilities.
Provide proof of general and professional liability insurance coverage of $1,000,000 and workers’ compensation insurance.
Adhere to applicable Pennsylvania Department of Aging standards and regulations. 
Establish a C-Screen rating where applicable. 

Proposal Submission Requirements:
Interested providers must submit:  
1.    Letter of Interest specifying which service(s) you are proposing to deliver.
2.    Summary of Organizational Qualifications, including relevant experience, staffing, and service capacity.
3.    Proposed Service Rates 
4.    Proof of Licensure/Certification as applicable.
5.    Certificate of Insurance demonstrating current liability coverage.

Questions from applicant agencies may be sent in writing to the Monroe County Area Agency on Aging, 724 Phillips Street, Suite 102, Stroudsburg, PA l8360 or via email to Director Mary Claire Megargle at mmegargle@monroecountypa.gov by July 7, 2025. Answers to questions will not be official until verified in writing by Monroe County Commissioners. Answers to questions asked that change or substantially clarify the RFP will be affirmed in writing; copies will be provided to all recipients of the RFP. If you require any special accommodations to obtain or submit a proposal, please provide reasonable notice of your needs to the Monroe County Area Agency on Aging Office.

The Commissioners reserve the right to reject any and all proposals or parts thereof, or to waive any formalities or technicalities in said RFP and to award the contract in such a manner as may appear to be in the best interest of the County of Monroe.  

Proposals will be addressed at the regularly scheduled commissioners meeting on July 16, 2025.
